Abstract
Nagorno-Karabakh lies in a place of vital importance for the whole region surrounded by Georgia, Russia, Turkey and Iran. Nagorno-Karabakh de facto Republic remains under Karabakh Armenians in power since 1991, regularly holding elections and forming legal authorities in both executive and legislative branches. However the legality (not legitimacy!) is still unrecognized by wide international community. Tensions between Armenia and Azerbaijan persist, and Azerbaijan remains determined to gain control over this primarily Armenian-populated breakaway region, assigned to Soviet Azerbaijan in 1920s by Russian Bolsheviks.
